Under the baseboard, would it be difficult to drill small holes and have very low lights to illuminate the layout in the dark , something like christmas tree lights perhaps, but fitted with all white lights instead of coloured ones, the problem then would be how to fix them to the baseboard.

Welcome to the group.
I am not quite sure where you are coming from here. Are you intending them to be at "ground" level above the board? That would not be very prototypical but would give some interesting lighting effects.

Pete, Did you manage to sort out this lighting, do you mean to use them to illuminate the buildings.

Assuming that you are talking about using the 230V mains christmas lights, this would be very dangerous as although each bulb is only 12v, there is 230V flowing through each bulb holder.
If you were to get mixed up when under the baseboard, you couold very easily confuse one of these 230V wires with a 12v one with potentially disasterous consequences.
