Hi and welcome,
Not sure what you problem is, just from your description. Can you give more details? Do they move at all, or intermittently? Is this DCC or DC supply for the locos?
Most likely problems will be corrosion, ( especially as the track was in a garage), faulty socket on the wall. ( easily overlooked!) Loose fishplates, from where the track has been taken apart and put back together, or a loop in the track that shorts one side of the supply to the other.
Other common problems where something used to work and now doesn't are things like cables that have been slammed in doors, trodden on, or pulled out of their connections, and fuses that have died for no reason at all.
Any more information you can give will help in solving the problem.

Hi
Most common problems with poor running are..
1) Dirty track - Carefully clean tops and inner top surface with a track rubber. e.g. Peco PL41.
2) Dirty loco wheels - Clean with a powered brush set such as sold by Peco PL40. Or use a fibre pencil to remove all crud on the wheel tyres. Don't forget to clean the rear inside of the wheels where any wiper contacts touch and the inside of those wipers too.
3) Poor rail to rail connection due to loose rail joiners - crimp up joiner with a pair of pliers onto the bottom edges of the two abutting rails.
4) Poor electrical connections controller to rails. Solder wires to outside of rail web or to the underside of rails. Don't rely on push in power clips.
Good luck with your checking etc :)
