Ho yuck!
What an unusual method of ballasting!

Much better IMO is to spread the dry stone ballast with the aid of an artists brush until its all in the correct position, brushing forward and remove any surplus.
Spray area with water/tiny drop of washing up liquid added via a plant mister or well washed out former kitchen cleaning spray bottle. Then mix 50/50 PVA woodworking glue with water and again add a tiny drop of washing up liquid. Apply glue mix all over the ballast with a pipette or similar and then don't touch it for at least 24 hour. Result - solid ballast

This seems to be an easy way to spread the ballast prior to fixing.http://cgi.ebay.co.uk/Easy-Perfect-B...item439eac0010 Available in N & 00.

I certainly won't be using that mucky method. Spread and position ballast dry using a 1/2 inch brush then introduce 50/50 PVA / water mix + drop of detergent with a hypodermic plunger or pipette.
