Yes, this particular club layout was first begun in 1986, and being a
rather international and military city, it attracted members from East to
West, and developed in a rather patchwork fashion having scenes from Mexico,
Lake Erie, East Texas, Arizona, and West Texas to the Rocky Mountains.

Some US clubs, what few remain, have been somewhat more successful
in maintaining a focus of era and of geography, probably as they do not
have the mix that is El Paso.

El Paso, in English, "The Pass," is a geographic
feature in the lengthy North to South Rocky Mountain chain that
is virtually impassable, at least with medieval ox cart and oxen, in
most points, with the exception of the river valley of El Paso.
Thus, for the last 15,000 years it has been a turnpike for all manner of visitors.
Makes for a crazy model train layout.
