As a new modeler is the Hornby Book of Scenic Railway Modeling recommended?

If so, Which edition is the best for painting scenery, and general advice?

It's quite good, but it's a bit pricey at 25.98.
An alternative is Peco PM-200 Your Guide to Railway Modelling at 6.95
